The first chapter offers\u00a0basic data on the Arab population in Israel. The second chapter, which\u00a0is the core of this memorandum, addresses the political and ideological\u00a0changes in Arab society over the last two decades. It analyzes the patterns\u00a0of political behavior of Arab citizens in this period, changes in the national\u00a0discourse in Arab society, and patterns of organization of Arab civil society.\u00a0Chapter 3 of the memorandum discusses recent governmental policies on\u00a0the country\u2019s Arab population.
