Instituted in 1948 by the\u00a0Sephardic\u00a0and\u00a0Ashkenazic\u00a0Chief Rabbis\u00a0of the newly formed State of Israel, Rabbis\u00a0Ben-Zion Meir Hai Uziel\u00a0and\u00a0Yitzhak HaLevi Herzog, many believe that the prayer was authored in part or in full by\u00a0S.
